Chief Rabbi Moshe Buchbut of the city of Tiberias has ordered that all the synagogues in the city be closed and that people pray as individuals because of the Health Ministry's coronavirus restrictions on gatherings, while allowing that small minyans (prayer quorums) may pray in synagogue courtyards.
Saying "It is an absolute must to obey all the instructions, and at this time it is a state of life and death that overrules the entire Torah," Rabbi Buchbut noted that these days there is no obligation to hear the Torah reading from a scroll and therefore it can be read from Chumash (Pentateuch) or a prayerbook and, on weekdays, joined via radio channels.
