Calling itself "the State of Palestine", the Palestinian Authority "submitted its Observations to the International Criminal Court in relation to the Prosecutor’s Request for a determination on the scope of the Court’s territorial jurisdiction in the Situation in the State of Palestine," as the court considers whether it has jurisdiction to rule on what the PA calls "the most serious crimes of concern to the international community".
ICC Prosecutor Fatou Bensouda had said the court did not have jurisdiction but put the matter up to the court's judges. The PA, which came into existence following the Oslo Accords of 1993, claimed, "The State of Palestine affirms that is the sole sovereign over the territory of the State of Palestine occupied in 1967, which is comprised of the West Bank, including East Jerusalem, and the Gaza Strip, and which is also recognized by the international community."
