Hamas representatives in Gaza mosques formulate the list of recipients of Qatari money, according to Kan.
According to the report, every mosque has an emir who determines who will be added to the list of needy families who are eligible for assistance, and the basket of names goes to a senior Hamas official who passes the list to the Qatari messenger. Palestinian Arab sources told Kan: "People outside Hamas' supporters circle are off the lists."
