Three senior officials in the Iranian regime have told the New York Times that Iran's supreme leader, Ayatollah Ali Khamenei told a meeting of Iran's National Security Council that the response to the assassination of Commander Qassem Soleimani of the Revolutionary Guards' Quds Force should be proportionate, direct, and carried out by Iranian forces.
