The statement by the prosecutor of the International Criminal Court in The Hague that she intends to consider investigating Israel for war crimes, is based on legal assumptions adopted as a result of an extensive international campaign run by a network of organizations and associations in Israel, led by B'Tselem, the Palestinian Authority and Gaza, which are funded through donations from European countries, according to Yisrael Hayom.
A section of a B'Tselem grant agreement with the Dutch government for 250,000 Euros deals with activities planned "for the second half of 2018", in which B'Tselem would produce a report in which B'Tselem "refers to the Supreme Court as the central mechanism that permits the ongoing occupation and human rights violation by giving legal legitimacy to Israel's policy." An NGO MONITOR study shows that in some cases, the sponsoring countries state that the funding is specifically for action opposite the ICC, as in the case of the PA's Adamir, which recently became famous for the involvement by two of it employees in the murder of Rina Shnerb, and Gaza group Al-Damir.
