The EU condemned the plan for the construction of 2,000 additional housing units in Judea and Samaria, warned that the development of road infrastructure between Jewish communities in Judea and Samaria, including the plan to pave a tunnel road bypassing Bethlehem to the west, "entrenches the fragmentation of the West Bank,".and called on Israel not to move forward with these plans.
