Benny Gantz and Amir Peretz signed a first coalition commitment, drafted by the friends of soldier Hadar Goldin, whose body has been held by Hamas since he fell in 2014's Protective Edge counterterror operation in Gaza, according to the Israel Public Broadcasting Corporation.
Also held by Hamas are the remains of soldier Oron Shaul and as many as three living Israelis. The commitment says that every government that participates in it will first present a binding plan to return the soldiers and civilians: no agreement with Gaza will be carried out without their return first.
