Channel 13 News broadcast a recording on Tuesday, in which Finance Minister Moshe Kahlon told a Sderot businessman that he was resigning because 98 percent of his instructions were not being carried out.
Responding to the recording, Kahlon made it clear that he does not intend to quit, saying, "The words were said with humor."
