The commander of the Israel Defense Forces' Southern Command, General Herzi Halevi, has told the International Conference of Military Advocate General's Offices on the subject of the laws of warfare, "Iran is terrorizing the entire Middle East."
Halevi said Iran "transfers a lot of money to the terror elements in Gaza to hurt Israel, and uses the people of Gaza to fight for them and pay with their blood."
