Mickey Ganor, former state's witness in the case involving allegations of improprieties in Israel's purchase of submarines from a German company he represented, has asked a court to issue an order directing Bank Hapoalim to receive money from its overseas companies.

Ganor owes 19 million shekels to the bank, which has refused to take money from abroad since the submarine affair. As a result of the debt, the bank has commenced collection proceedings against Ganor.
