How, after a 'powerful' response, no terrorist was even scratched?

Chairman Avigdor Liberman of the Yisrael Beytenu Party has asked Chairman Avi Dichter of the Knesset Foreign Affairs and Defense Committee to convene an urgent meeting following the escalation in the south.

Writing on his Facebook page, Liberman asked "If 60 rockets fell in Tel Aviv and Gush Dan, or Jerusalem and the surrounding area, how would the State of Israel react? Certainly different than the falling of 60 rockets in Sderot and the Gaza vicinity. How does it happen that after a 'powerful' response, according to the prime minister, no terrorist was even scratched?"
