Attorney Nati Rom, who deals with human rights in Judea and Samaria responded to threatened cutbacks by the Magend David Adom emergency service in the area by saying, "The blood of our residents is not [to be] abandoned and we are not second-class citizens."

Rom added, "Every year the MDA and the Health Ministry deal in the health of the residents of Judea and Samaria. The time has come that the budget for health services in Judea and Samaria be included in the budget that the Ministries of Health and Finance transfer to MDA and that they not be budgeted separately. Many donors around the world are not aware of the arm-twisting and contribute to MDA based on its presentation as someone who treats all citizens of Israel equally."
