The Me'arat Hamachpelah Tomb of the Patriarchs, Rachel's Tomb, and the tomb of Samuel the Prophet have been defined as holy sites according to the Order Concerning the Preservation of Holy Sites in the Judea and Samaria region.

The order now applies supervision, preservation and enforcement of the rules of conduct at the three sites, similar to the application of the Holy Places Law of 1967 on the Western Wall, the Tomb of Rabbi Shimon Bar Yochai in Meron and other holy places.
