The police are recommending that six people be tried in Case 3000, a network of relationships that included public officials, business entities and senior officers who worked to promote business interests relating to the acquisition of submarines and vessels for the State of Israel from German company Thyssenkrupp, along with the promotion of additional business interests.

The six include three retired navy generals and a former minister. Also named were former bureau chief for Prime Minister Binyamin Netanyahu David Sharan and former Netanyahu attorney David Shimron. Shimron represented Thyssenkrupp in Israel. There was insufficient evidence to recommend charges against attorney Yitzahk Molko, who acted as an envoy for the prime minister.
