Israeli public television is reporting the outline of an arrangement to end the violence at the Gaza security fence.
According to the outline, Qatar will finance the salaries of Hamas and fuel, and tax revenues transferred to the Palestinian Authority will be reduced in response to Chairman Mahmoud Abbas's moves. The station described the outline as "a political achievement for Hamas that bypasses the Palestinian Authority."
