A secret document from the Foreign Ministry reveals that Russia and Iran have agreed on a mechanism to circumvent American sanctions on Iran's oil exports, according to News 2.
Under the agreement, Iran will transfer crude oil through the Caspian Sea to refineries in Russia. The oil will be sold by Moscow, which will transfer services to Iran in return.
