The Likud list in and the Hitorerut (Awakening) list of mayoral candidate Ofer Berkowitz signed a surplus-vote agreement Tuesday morning.
A surplus-vote agreement is an agreement between two lists in an election, which determines that the sum of their votes will be considered together in determining the number of council seats allocated to them. After determining the number of common mandates, the seats are divided according to their relative size.
