Shortly after the Tel Aviv municipality petitioned the Supreme Court against Minister of Transportation Yisrael Katz's announcement that the work on the Yehudit Bridge project was not being implemented, the Supreme Court overturned the petition on the grounds that it was an issue reserved for the competent government authorities.

In a note accompanying the decision, the court wrote, "Exhaustion of proceedings is not a technical-formal rule. Before rushing to the court as a first resort, direct dialogue with the competent authority is likely to make litigation redundant."
