The United Nations High Commission for Refugees says the agreement between Eritrea and Ethiopia to stop the fighting between them is positive news.
However, they noted that Eritrea is not yet ready to absorb those who fled it, because significant changes are required in the state's attitude towards the rights of its citizens.
