As of March 2018, about one-quarter of the population (more than 2 million residents) had no regulation emergency protection, and the protection and shelter situation in the non-Jewish sector in the north and south was particularly bleak, according to the audit of local government for 2018, published on Monday afternoon by State Comptroller Yosef Shapira.

According to the report, the shortage of shelter in educational institutions in the non-Jewish sector is also particularly high, and there is no emergency protection for 38% of the students. The findings of the report require treatment at the national level, both in the severe shortage of protective infrastructure and in the deficiencies related to the maintenance of the shelters and the equipment in them.
