Police Commissioner Roni Alshich spoke at a conference of interior security ministers in Jerusalem on Thursday and discussed different measures to combat terrorism.
"Today, unfortunately, we are required to deal with terrorism that has no political or organizational limitations, and is not vulnerable because it does not occupy a defined territory and is, in fact, a radical ideology with the decentralized decision," said Alsheikh.
"Through the virtual space and available knowledge, this process has also created a blurring of the boundaries between crime and terrorism. In our case, we are dealing with the phenomenon of 'the lone terrorist', which requires every policeman to be able to respond quickly at any time, anywhere, whatever his role."
