Opposition leader Yitzhak Herzog sent an official letter to Knesset Speaker Yuli Edelstein and to the Knesset's legal advisor, Attorney Eyal Yinun on Monday, demanding that the Ministerial Committee on Legislation take up bills by opposition Knesset members. Herzog claimed, "A few weeks ago, Minister of Tourism Yariv Levin, Chairman of the Ministerial Committee for Legislation, Minister of Justice Ayelet Shaked and Coalition Chairman MK David Amsalem announced that in light of the opposition's insistence on using its [legitimate] tools against the Recommendations Law and the Litzman Law, the government will no longer discuss the issue of private bills proposed by opposition MKs by means of the Ministerial Committee on Legislation, in effect an official declaration of a boycott against the opposition."

Calling it "an unprecedented violation of the status of the Knesset, which is made up of coalition and opposition parties, Herzog said, "More seriously, this is a clear violation of the first principles of the Israeli parliamentary constitution, written and practiced, and of course, the Knesset's regulations regarding the government's consideration of private bills of this kind." Herzog reserved the rights of the opposition "to take parliamentary, public and legal measures" if its demands aren't met."
