The Treasury offset payments to the Palestinian Authority in accordance with a 2017 ruling by Jerusalem District Court judge Moshe Drori who referred to the kidnapping, imprisonment, torture, rape and murder of 52 people in the Palestinian Authority.

The ruling claimed that the PA has damage responsibility towards the suspected Palestinians and demanded legal payments and payment for expert opinions totalling 1.4 million NIS. The PA refused to pay and therefore the court allowed the offsetting of tax payments in order to pay legal fees for those suing the PA.
