The Ministerial Committee on Legislation endorsed on Sunday a proposal by Member of Knesset Michael Malchieli (Shas) to require cellular phone service providers to make voice contact with customers to announce the end date of a transaction and the updating of rates 21 days prior to the date of termination of the transaction or the undertaking, and if the date of delivery of the notice under this paragraph falls on the Sabbath or the holiday - on the day following the Sabbath or the holiday.
Malchieli explained that the bill is intended to help the Torah-observant public who hold kosher cell phones, explaining, "The cellular company would send a message to a device that would not reach the recipient at all because the device is blocked for text messages according to the instructions of Israel's Torah scholars, and the customer is unaware of updating the price of the package, which was expensive in most cases and has no choice but to pay sums which often reach hundreds of shekels, if not more."
