The Ministerial Committee on Legislation has endorsed the proposed "vouchers" bill, which will allow the payment of debts by means of cash or a prepaid charge card.
The bill's sponsor, Chairman Eitan Cabel of the Knesset Economics Committee, says, "There are more than a million people in Israel who do not have a credit card and cannot pay their debts. The snowball of debts must be stopped and the law will correct the distortion."
