A resident of the Samarian Jewish community of Kochav Hashahar, and his partner have filed a 78,000-shekel suit against the Civil Administration for Judea and Samaria over the confiscation of a herd of sheep and demolishing of buildings without warning.

According to the suit, the two were grazing their sheep, which constituted their sole source of livelihood, at Givat Habaladim, near Kochav Hashahar, when Civil Administration forces unexpectedly arrived and began demolishing buildings on the site and confiscating the herd. The forces presented an order from 1999, according to which the place was declared a "firing zone" and refused a request to evacuate voluntarily in an orderly manner. The sheep were loaded onto a truck in a rough manner under suffocating overcrowded conditions, with some of the sheep suffering injuries. Three sheep died and many sheep miscarried.
