Public Security Minister Gilad Erdan questioned the need for a police investigation into pictures depicting President Rivlin in a kaffiyeh that circulated on social media in the aftermath of his failure to pardon soldier Elor Azariya.
He said the pictures were "disgusting, but not criminal."
