Health Minister Yaakov Litzman said on Thursday, that "there must be state nursing-care insurance."
Speaking at a Histadrut Labor Federation conference, Litzman said, "This is the order of the day and there is money for it. This is preferable to lowering the taxes. If need be, the expenditure target should be raised."
