A boy about a year and two months in age has been brought to a hospital in Jerusalem in semi-conscious condition, and in his blood there was a substance suspected of being a drug.
Police investigators arrived at the scene, opened an investigation and detained the toddler's father. A report was sent to welfare authorities.
