The Ministry of Labor and Social Affairs has published a memorandum on the supervision of nurseries for infants, which will establish a new legal arrangement for the licensing of day care centers for toddlers aged 0-3 and supervision of their activities.

The memorandum was distributed after two attempts by previous governments to pass the appropriate law in the Knesset, which ultimately failed. The purpose of the law is to protect the safety, well-being and development of children, as well as the rights and dignity of toddlers, as well as to ensure the provision of appropriate conditions and an appropriate educational-therapeutic environment and the fulfillment of their physical, emotional, social and educational needs. The existing legal arrangement for the licensing and supervision of daycare centers for toddlers is by virtue of the Supervision of Day Care Centers Law, which is not intended for the licensing and supervision of day care centers for toddlers, and applies to a wide range of day care centers.
