A bill requiring local authorities to report to the seller or the buyer of a home regarding the improvement tax if it exists, against payment of a fee, is up for discussion on Sunday by the Ministerial Committee on Legislation.
An explanatory note to the bill states that "the situation today is such that in examining the feasibility of a land transaction, the buyer can not obtain an assessment regarding the improvement levy imposed on the land." Sponsor Michael Malchieli (Shas) explained "As a former council member in the city of Jerusalem and from discussions with my colleagues who serve as council members in various cities throughout the country, today in some local authorities there is the possibility of the seller receiving an improvement tax assessment against the payment of a fee for the cost of taking an appraiser but it is not always accurate."
