Deputy Foreign Minister Tzipi Hotovely told the America Israel Pubic Affairs Committee policy conference on Monday that nearly 25 years of peace efforts between Israel and the Palestinian Authority have failed because of the PA's belief that its people are refugees from Israel's war of independence in 1948 and the PA's ethos is based on the denial of Israel's right to exist.
