Twin bombings killed 46 people in Damascus on Saturday.
The near-simultaneous attacks, which killed mostly religious Iraqis, were caused by a suicide bomber and a roadside bomb detonated as a bus passed.
In addition to Damascus' status as a holy Shiite site, it is also the stronghold of Syrian President Bashar al-Assad.
