An internal Israel Defense Forces document says four shootings of Palestinian Authority residents in Judea and Samaria, last week, could have been avoided, according to Kol Yisrael government radio.
Two of the victims died and two were seriously wounded. The document says the mistaken behavior of the troops early in the four incidents led to the need for the soldiers to open fire.
