The Israel Oil Refineries announced, Monday evening, that a production facility of its Carmel Olefins plant in Haifa will be shut down on Tuesday morning to deal with a number of malfunctions.
During that time, excess gases are to be burned off via the refineries' "Torch" chimney. The refineries were recently summoned to a hearing by the Environmental Protection Ministry for exceeding the permitted level of emissions.
