Ahead of the Knesset fight on a bill to tax owners of three or more apartments a percent of the apartments' value, the Finance Ministry released figures on Sunday showing that 54,000 people own three or more dwellings, among them thousands who own up to six units and hundreds who own between seven and ten apartments. Those apartments represent 12 percent of Israel's rental market.

The average owner is 56, with a monthly household income of NIS 46,000, three times the Israeli average.
