It was decided, Monday at a gathering of local-government leaders, to cancel a strike of municipal services that had been planned for August 31st. The decision means the public-school year should start as scheduled.

The leaders said the strike was cancelled "in light of the gains registered in the course of discussions on the Economic Arrangements Law, including finding sources of funding for the construction of classrooms and new public buildings, eliminating the government's property-tax-fund initiative, eliminating cuts to teaching hours in the education system and the absence of budgetary damage to high schools."
