Milwaukee Mayor Tom Barrett on Sunday responded to riots that broke out in the city after a 23-year-old black man was shot dead by a police officer, saying there was no doubt the man was holding a gun when he was shot.
Milwaukee police Chief Ed Flynn pointed out that the officer who shot the 23-year-old was black himself, ruling the possibility that the incident was racist.
