A draft of the Middle East Quartet report on relations between Israel and the Palestinians claims that Israel must cease building in Judea and Samaria which is "harmful" the two atate solution.
Israeli policy "is steadily eroding the viability of the two state solution" according to a draft of the report published by Reuters.
The report will also criticize the increasing incitement by the Palestinians.
