European Union Foreign Minister Federica Mogherini has announced that the migrant agreement between the EU and Turkey "is not dead," following Turkey's refusal to change its laws on terror.
Mogherini added that she is still working to allow Turkish citizens to enter the EU without needing to obtain a visa.
