During a changing of the guards ceremony for the head of the Israel Security Agency (ISA, also known as the Shin Bet or Shabak), Prime Minister Binyamin Netanyahu gave a speech addressed to both Yoram Cohen, the outgoing head, and his replacement, Nadav Argaman.

"Our enemies don't rest on their laurels and we must stay ahead of them at every level - through intelligence information, creativity, daring, and methods. Cyber terror, and the cyber field as a whole, is a challenge that demands consideration, closing loopholes and additional strength."

He continued: "The Middle East is awash with uncertainty. We must be prepared for any eventuality and strongly equipped for whatever is needed. I am convinced, Nadav, that you can successfully handle all of these challenges that you will push the ISA forward. I trust you, Israel's citizens trust you. In all of our names, we wish you continued success."
