Update: At least 31 dead in Brussels attacks

The mayor of Brussels, Yvan Mayeur, says that at least 31 people were killed in this morning's (Tuesday) attacks. The city was rocked by two explosions, at a subway station and at an airport.

Both transport systems are still shut down.
