The Pittsburgh Tribune-Review has analyzed accusations of US police officers violating civilians' rights and found that charges were never brought 96 percent of the time.
The study covered almost 3 million incidents between the years 1995 and 2015.
Out of a total of 13,233 complaints filed, prosecutors rejected charges 12,703 times. This is particularly notable in light of the fact that they generally reject only about 23 percent of claims in other criminal cases.
