The United Nations is warning that ISIS has "significantly expanded" its presence in Libya.
Associated Press reports that the terror group is succeeding in recruiting from marginalized groups in the central city of Sirte, and uses foreign fighters to increase its operations in the capital of Tripoli and in Sabratha.
"While ISIL [another name for ISIS] does not currently generate direct revenue from the exploitation of oil in Libya, its attacks against oil installations seriously compromise the country's economic stability," noted the UN report. "Libyans have increasingly fallen victim to the terrorist group's brutalities, culminating in several mass killings."
