The Pentagon is expected to submit a new plan for closing the US military base in Guantanamo Bay to Congress.
President Barack Obama pledged to close the base, which is located in Cuba, as part of his 2008 campaign. An earlier plan was scrapped because it cost too much.
Guantanamo Bay is used to hold enemy combatants caught overseas. Most of its inmates were held for years without charges or a trial.
