At least 75% of UN requests to send aid to Syrian civilians were ignored by the Syrian government, Stephen O'Brien, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, said.
O’Brien told the UN Security Council that it is “impossible” for the organization’s teams to reach Syrian civilians in areas under heavy battle.
