A Jerusalem court has accepted a claim filed by the Civil Enforcement Unit on behalf of the Ministry of the Economy and Industry. The unit is suing companies from the Samuel-Rozenbaum group and their owners, both jointly and separately, for 5 million shekels ($1.3 million US).

The suit claims that the money is owed to the State of Israel. According to the complainants, Samuel-Rozenbaum received about a million dollars in grants to encourage them to export diamonds in the 1990s. However, the companies allegedly defrauded the government of the money and broke their contract.
