French President Francois Hollande says that his country remains at its highest threat level out of concern for additional terror attacks.
In his New Year's address, President Hollande warned that "we're not finished with terrorism" and argued in favor of constitutional changes to strengthen authorities.
"The threat is still there. It remains in fact at its highest level, and we are regularly disrupting planned attacks," he added.
