European Council President Donald Tusk said Monday that there was "strong will" to reach a deal with Britain on it remaining part of the bloc, but that there was no consensus on a key British proposal for border control.
Tusk urged EU leaders to answer British Prime Minister David Cameron's concerns quickly as uncertainty over Britain remaining in the EU was "destabilizing" the Union.
