US Director of National Intelligence James Clapper told CNN that the Russian military's presence in Syria is not due to careful strategic thinking, but rather because President Vladimir Putin is "improvising."
Clapper added that President Putin is "impulsive and opportunistic" with regard to the Assad regime.
